The Attorney-General, Dr Dominic Ayine, has said that provisions will be made for the implementation of the Legal Education Reform Act in the 2027 budget statement to be read by the Finance Minister in November this year.
He said that the implementation of the Act will start with the establishment of the Council for Legal Education.
Speaking to journalists after the President signed the Bill on Monday, May 11, he said: “As a result of the fact that Presidential assent has been given to the law, we are now ready for implementation. Immediate implementation will start with the establishment of the Council for Legal Education, which is the body that will oversee legal education in the country.
“We will also start the process of accreditation of the law schools that will be running the Law Practice Course, or those who have LLBs and decide to write the Law Exams, all of which will start this year.
“We will be making budgetary provision for the implementation in 2027 to be announced by the Finance Minister in November this year.”
The signing of the Bill brings to an end the 66-year monopoly of the Ghana School of Law on professional legal education.
The Act is expected to expand access to professional legal education by allowing accredited universities and institutions to offer professional law courses, a responsibility that had for decades been reserved exclusively for the Ghana School of Law.
The passage and signing of the Legal Education Reform Bill, 2025**,** is therefore being viewed as a major breakthrough in addressing those long-standing concerns.
With the new law now in force, accredited universities that meet the required standards and receive approval from the relevant regulatory bodies will be permitted to run professional legal education programmes**.**
Speaking after the signing ceremony at the seat of government in Accra, the President said: “This would ensure the highest standard in terms of legal education, and also open up the space for more opportunities for legal education in Ghana.
“This particular Act has been one that many aspiring lawyers have been looking for.”
