Finance Minister Dr. Cassiel Ato Forson has announced that government will introduce a comprehensive “new economy” framework in the 2027 Budget, aimed at attracting investment into strategic sectors to drive long-term economic growth and sustainable development.
Speaking at the Ghana-UK Investment Summit 2026, Dr. Forson explained that the initiative forms part of government’s broader plan to channel resources into productive areas capable of expanding the economy while ensuring the capacity to generate returns and repay investments over time.
According to him, the framework will identify priority sectors including commercial agriculture, mining value addition, energy, and transport infrastructure, as part of efforts to reposition the economy towards high-impact growth areas.
He noted that the energy sector will play a key role, with planned investments in gas-to-power and gas-to-fertiliser projects expected to strengthen energy security and support industrial expansion.
Dr. Forson further disclosed that major transport infrastructure projects, including the Western Railway Line and other strategic developments, will be prioritised under the programme, with full details to be announced at its official launch.
Although the final blueprint is still being refined, the Finance Minister assured investors that the framework is at an advanced stage and will be formally unveiled by President John Dramani Mahama once preparations are completed.
He added that government intends to tap into international financing sources, including export credit agencies, hedge funds, and private investors to support implementation.
“We want to attract the kind of UK export finance, hedge funds and businesses so that we can get financing to develop the country,” Dr. Forson stated.
